Bingham fluid obeys the Bingham formula.
Bogus plasticity fluid and dilatability fluid obey the power function formula.( chart 1)
Feed the liquid into the ringy space between two homocentric cylinders, let the outer cylinder rotate with uniform speed，then there is a torsion from the rotation of outer cylinder and liquid to affect the inner cylinder, then the inner cylinder is turned a angle, based on Newton low, there is the direct ratio between the torsional angle and the viscosity of the liquid, then we can know the viscosity by measuring the torsional angle of inner cylinder.
